Are oats gluten free?

Jackie, I think you're asking whether oats are gluten free, and if so, why aren't they labeled as such? Oats are in fact naturally gluten-free, but are frequently contaminated by growing near wheat fields, by traveling in railcars also used for wheat, or by being processed in plants where wheat is processed.
